Charged for landlord electricity supply

We have copies of 2 sets of bills that were sent to O/M from eon.
The first set are for communal electricity (flats 1-6 on bills).
The second set are for 'No 3, landlords supply' and the meter number is completely different from the communal one.
There are 7 meters in a cupboard in our block. One for each flat and the communal meter(meter number corresponds to bills).
O/M have been around and looked for the 'landlord supply' meter and cannot find it - even though at some point they have read it.
Nobody seems to know where it is or what it supplies so again, incompetence on O/M's behalf.
And they expect us to pay £17000 for adjusted management charges? If they were actually doing a good job of managing then maybe..
