Soundproofing fault

I have posted previously here regarding the ridiculous soundproofing in my flat,we can hear the people above using the loo,talking,preparing food,closing cupboard doors,etc,etc.I was in bed last night and the lady above hung some coat hangers in her wardrobe,yes i heard the hangers making contact with the rail,and it wasn't faint it was like in my own bedroom.Wimpey will not do anything as it is past the 2 year warranty and NHBC will not deal with noise transference.What else can i do,this is not the usual noise you can hear in a flat,which is expected,but to hear a coat hanger being put away is beyond belief.
I asked the gentlemen in the opposite flat if he can hear anything from the flat above him and he said no,it is exactly the same flat and supposedly built to the same spec.Where else can i turn,is my last resort solicitors?

UPDATE.I got an e-mail from NHBC declining my claim as they do not deal with noise transference,surely this is not normal noise transference,it is a defect.Any legal eagles who can help please.0

Get a surveyor in to check the property over.0

I would try to get the flat sound tested, you would need the cooperation of the people above to do this.
It needs to comply with http://www.planningportal.gov.uk/buildingregulations/approveddocuments/parte/approved up to the 2004 regs not the 2010 amendments.0 -

Has you upstairs neighbour installed a hard flooring when there not meant to, this would explain the difference between you flat and the neighbours check your deeds to see if hard flooring is allowed.
You need to prove that the insulation was not up the standards of the time the flat was built ie get a survey done. If it was not then you should be able to sue wimpey or whoever built the place for the amount of money required to put the problem right.0 -
It is carpeted,i would love to sue Wimpey but the cost would be enormous0

I can appreciate the situation you are in having experienced the same sort of scenario in a new build semi many years ago.
Trying to tread carefully here - noise I have found in these circumstances amount to a learning curve in life (probably like all things).
The best course of action is probably some DIY. Vermiculite in the existing cavity above your ceiling blown up by a machine as the people upstairs probably would resist having holes drilled in their floorboards.
Then a new stud ceiling below your present ceiling with special 4 inch thick acoustic type plasterboarding (Jewsons) - comes in 8 * 4.
Sorry but thats all I can suggest - the DIY route.
