Skirting Boards / MDF Painting / Laminate Underlay

3 questions :-
1. A friend of mine says that tradesmen use a glue to stick skirting boards to the wall these days. Anyone know what this is and where I can get it from ?
2. What's the best painting technique for an MDF radiator cover ?
3. Where's the best place to get cheap laminate underlay. I will be fitting the laminate on a straight, wooden floor so a cheap underlay is all that is required.

Q2. You could use a small roller and do long even strokes with it in the same direction to get a nice even finish.
