provident car insurance opinions?

has anyone any experience with having a policy with provident? son has an open claim that should be settled soon{no fault}with existing insurers, his renewal is due and existing insurers quote is high, provident have said he can take out insurance quoting his ncb, and provide proof when he gets it from existing insurer in the near future.they mentioned 3 weeks but said this can be extended!
he has explained the full circumstances of the open claim.
this sounds strange to me, is this normal procedure?
other insurance companies he has had quotes from will only quote without ncb with an agreement to adjust when open claim is sorted out.thanks
