Anybody on here work for the passport office?

we are trying to sort out mil's passport but it is proving a nightmare.
she has dual nationality but has lived out of the country for the last 20 years. shes never had a passport (uk) so it's proving very difficult to get one. she's also been married six times so the various name changes haven't helped, the passport office don't seem to know what to do
any help would be appreciated.
ps i am not trying to buy a passport as oh is joking!!!

I guess she has to provide her birth certificate, plus those of her parents and maybe grandparents. What are her dual nationalities?0
