Avis car hire (UK)

Hi there I am considering using my airmiles to hire a car for a few days. On the airmiles website there arent really any t+c's but on the avis site it says this ;
Minimum age changes by country and type of car. In the UK, you can rent from Avis when you are 23 years old or over (you will need a driving licence for at least one year and a credit card). A Young Driver Surcharge is applicable for drivers under the age of 25.
To find out the Driver age requirement and charges abroad, click here to get a quote. Once you have selected the rental location, dates and choice of car, you will get a full list of requirement, including minimum driver age and Young Driver Surcharge.
I am 25, so does this mean i also have to have held a licence for a year (because i havent) or is that just for 23/24 year olds?
Im guessing this rule applies to everyone but im hoping not!
