Capital One, Classic/Progress

I have a capital one classic card with a balance on it of around £450 and a credit limit of £1,200.
I applied for the progress card last week, they accepted me and sent me a pin number. I called them and asked if they would allow me to transfer the balance and is it ok for me to keep the classic card on the go - he went a bit wierd and didn't seem to know the answer but eventually said "Yes, you can have both".
But the card has not arrived. Have they realised they made a mistake and decided not to send me one afterall? seems too good to be true that they'd allow me to tranfer a balance and lose the interest on it -
