PayPal vouchers

Would like to treat a family member who lives in Ireland to a PayPal voucher to use on Ebay. Probably a dim question but would they be able to use voucher if purchased here in the U.K.?

    Sorry but don't understand your reply. I buy from Ebay but don't use PayPal and have no desire to use it.

    I suspect the easiest would be for you to open a paypal account and gift a payment to their account, that way they don't pay fees. If you are talking about ROI then of course Paypal will use their exchange rate to convert your pounds to Euros.
