CSA Administration Charges

This might seem like a strange place to post this but if you read on, you'll see why I posted this thread here.
I have had a Deduction from Earnings Order applied to my wages. This means that my CSA contribution gets taken directly from my wages every month before it hits my bank.
Now the thing is, I am charged £1 each and every time this amount is taken from my salary (I work for a local council). Now I know this seems petty although it's the principle here which gets my goat.
I already pay a ridiculous amount each month to my ex-wife and the fact that the additional £1 per month is being applied does my head in.
Therefore, based on the premise that bank charges are unlawful as they do not reflect actual services, would a fully automated monthly charge of £1 fall into the same broad area?
