What landline handset offers these features?

Hi guys, I really, really do need some help with this, My eldest has moved back in with us and in 4 weeks he has run up a £61 call charges only phone bill on the landline.
So Im looking to replace the handset with 1 that offers outgoing call barring to certain number that we can define, (premium rate numbers and calls to mobile phones), however in I will really need to allow calls to at least 2 mobiles mine and wifes incase of an emergency...
So someone please help me, thanks

You need Commtel Phone Guard but they're like hens' teeth now so get ready to pay big bucks.Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0

Am I the only one thinking "Tell him to stop calling people unless he's going to pay the bill".
If you need to lock down your phone something is seriously wrong in the parental control/mutual respect department.
He can use his mobile to call! No mobile - buy him one from ASDA for £20 and if he touches your landline, throw him out!0 -
£61 in 4 weeks. Tell him to pay it. I agree with countrygoose above if he won't pay it kick him out. It's not up to you to monitor the phone use. Myself I have a BT Broadband talk landline. Most calls are barred except for calls to freephone numbers and calls to 01/02 numbers in the evening and on weekends. I only did that to stop me from accidentally forgetting to dial 18185 before a call. And I'd withdraw kitchen and telly privileges, take away his front door key, and make him have a 9pm curfew until he does pay it.A kind word lasts a minute, a skelped erse is sair for a day.0 -
They are all good ideas, but there is 1 big flaw here, his mum is to soft... i ve allready told him where the door is, and that i am prepared to get the phone cut off, no phone no internet, caused a big agument, that ended with smashing the phone up the wall....
so I am not going to be the one that backs down, i dont want to pay stupid money for the phone gaudian, but i need something like it0 -
If your line is with BT, you can bar 09 calls free of charge.
Better still, you could opt for BT's £3/month Call Barring Calling Feature (see Page 4 of the pdf) so that only those who know the P.I.N. can make calls.
He won't see any difference - just won't be able to make any calls.
