As it was a moped they could have been under 18 which gives them longer to make a claim than the standard 3 years0

The accident wasn't my fault, although no blame was proved upon niether me nor the motorcyclist. I think this was mainly due to lack of CCTV evidence and no witnesses. I was convicted for driving without insurance and not careless driving.
I have got an appointment with CAB, although after my first phone correspondence with them I'm far from confident, given that initially I was told over the phone to pay up in no uncertain terms, then received another call from the same guy about an hour later saying he'd given me incorrect advice and that his superior suggested I book a meeting with them...

Okay, I sent back an offer of payment as requested on the claim form, and sent it to the address listed as the one to send all documentation and payments (it was a Solicitor I think, which struck me as a little strange, but was in the box entitled 'where to send payment and documentation' nonetheless). Anyway, I heard nothing until this morning when I received an Attachment of Earnings application from the County Court. Now, this is all well and good, but on reading up on the matter it seems that such an application is only made when one fails to pay when ordered. I assumed this meant ordered by the Court, of which I have not failed to do, I just offered a payment proposal, Surely if it was rejected I should have been contacted? Or does it not work like that? Can anybody explain or advise whether the initial claim was from the Court? I assumed it was still being dealt with by MIB and their legal team, and the offer was a way to keep it out of the CC?
