wallpapering question

I have just removed the wallpaper from our hall and landing. It was a washable wallpaper and when I peeled the wallpaper, it just took off the top part, leaving a lining paper. This lining paper is sound all-round, would I be able to paper directly over this?
I was wondering if, when I put up new paper, the wet adhesive would lift this lining paper?

    i personally would remove it , it you give it a soak , let it dry for 2-3 mins it will come off easily

    It will left the lining paper but it will 'suck back'. However, I'm with nickj and would remove it. It will come off easily.
    Eat vegetables and fear no creditors, rather than eat duck and hide.
