The company I work for would like to pay a BT bill. The problem is we need to have the bill in our name and BT will not change the name. One would think getting the bill paid is more valuable to BT but apparently not. Every other company seems only too happy to switch bills to a paying customer.

Utility companies, for various very good reasons, will not "change the name on an account" e.g. "change the account holder".
The service taken by the previous user has to be ceased and reprovisioned in your name. This is not just BT and while this doesn't seem advantageous to the customer, it *is* in the customer's interest.
However, if the issue is that the account is in your name, but they have your company/legal name wrong, then, you can't pay the invoices until they fix it because the invoices were not to you and it won't marry up if the IR ever do an investigation. So it's up to them to change it.
If they do not, then they will probably cease the service and start getting heavy with debt collectors, so at that point you could tell them where to go and provision the service with someone else.0
