HELP HELP HELP please with dial up....

this may be a bit long winded so I apologise in advance... Toucan is provider..to connect to i/net it keeps saying - pick up handset and dial, press ok immediately after dialling, then replace handset 147008456887579, then up comes ok and cancel, press ok, says opening port, then up comes error 638, then request timed out, redial then countdown of numbers from forty, then up comes press boxes cancel or more info, when m/i pressed states internal error check network configeration make sure all are functional. - then when help wizard is pressed it goes through the same as above.
So have I got to get a new computer or is this repairable????
