is this legal?

My sister is being charged for NOT USING ENOUGH gas each quarter.
When she phoned to ask about it they said that it was a "recalibration fee" and she would be better off leaving her gas on so she didn't fall below the required amount.
What does this really mean & is it legal?
She is with British Gas xx:mad:

I know there is a top end for a domestic supply but have not heard of this. If she is such a low user then she should switch to Ebico and her bills should be more than halved.

I think it may depend on her tariff. 2-tier tariffs have the standing charge built into the unit price and if she is on one of these and is not using all her tier 1 then maybe this is the issue.

I would query this fee and ask them to show her were it is in her T&Cs.
