Yellow lines on unadopted road

Double yellow lines have appeared on a 'side road'
The 'side road' (or 'backings' maybe) has to one side of it the rear of a business, and to the other side of it the side of a house (end of a terraced row)
The business used to park a few cars down the side road to keep them off the residential street, and there was then enough space for other cars to drive past.
Double yellows have now appeared down the side road. According to the council this side road is unadopted.
Having checked the council website, to place new double yellows they should have got a traffic regulation order. I've searched through them on the council website and cant find a recent one for this address.
The council have ignored queries about this so far.
Any ideas? Before attempting to go further, I'd prefer to know:
- if the council are allowed to put the lines there
- how to 'force' a response, ie the wording of the next letter to make them take notice!

Clarification..... I call this a side road but it really is a 'backings'. It has no name, and just leads to the rear of the business properties and terraced houses. If it is unadopted then the council wouldnt have done them...i wouldnt have thought ?
Could be one of the shop tenants or landlords has contracted a lining contractor to paint lines on the road in an attempt to stop parking on the road.
Best to pop into the council if you can and ask to see / clarify if they have adopted the road and if there is a tro for it if they have done.You may click thanks if you found my advice useful0 -
A Traffic Regulation Order can be made against an unadopted road.
It is somewhat strange that the council is non-co-operative. TROs are public documents and it is a statutory offence for them to obstruct your access to an existing TRO.
Check with the Highways Department to see if the council painted the yellow lines.

I think it was done when the road it leads off was repainted, so am fairly sure it was the council, but cant get confirmation of that from them.
