Building charges for garage conversion & extension

Hi everyone,
Me and my hubby are converting our garage into a fourth bedroom, and extending the back of the garage to make an en-suite.
I went to the local planning office who said I didn't need planning permission only building regulations. We got the building regulations and started work on the conversion, the first job being digging out the footings for the extension. They told us to ring them when the footings had been done and they would do an initial inspection.
They came round today and told my husband that the footings were fine but that we would be getting another bill for the building regulations for the extension even though I had told them we were doing this
I am worried now that we will get another big bill as I have already paid £380 for the building regs for the garage conversion. Building regs for an extension the size of our new ensuite is £450ish.
Does anyone know if we will get charged the difference or will we get charged the full £450??
