Are they normally divided equally between all flats, or proportionally based on the size of each flat?

All depends on what the lease says.0

No set rule, I'm afraid... it varies.

The charges are proportionate in my block, as there are 4 different types of flat.Who having known the diamond will concern himself with glass?

Same here - there are 5 flats in the building, each allocated a percentage of the charges based on size of the flats.0

Council tax is likewise not based on usage so you have precedent :-)0

In the flat we're in, the service charge is a higher % of the total for our flats than the smaller ones upstairs....much enquiry having been made concerning a gentleman, who had quitted a company where Johnson was, and no information being obtained; at last Johnson observed, that 'he did not care to speak ill of any man behind his back, but he believed the gentleman was an attorney'.0

I know one of the flats has got 5 people living in it and mine only has 2 so they'll make loads more rubbish for the council to cart away etc but they pay less. Council tax should be per person not based on your home. So what if my flat's a little larger than theirs? Why does that mean I use more council services than they do? </moan> Anyway guess I should have known service charge was the same based on this!
Totally agree, my council tax went from less than £100 a month for a one bedroom flat to £130 a month in a two bedroom flat... same number of people (2) just that we want to live more comfortably, but feel like being penalised for wanting a slightly better life...
and with our service charge, we have to pay more for ground rent (i think around £75 more) and service charge (think around £200 more a year) compared to the one bedroom flats here..0 -

You're obviously a sweet young thing and weren't around when Maggie inroduced the Poll Tax.
The result was the most serious rioting in London for decades, followed by a U-turn back to council tax!0
