google is your friend, just looked for caravan parked on street

There's plenty about it, this is from one site:

There are specific offences relating to nuisance and obstruction under Regulation 103 of the Road Vehicles (Construction and Use) Regulations 1986, including the offence of unnecessary obstruction. This states that no person in charge of a motor vehicle or trailer shall cause or permit the vehicle to stand on a road so as to cause any unnecessary obstruction of the road. Only the Police can enforce this and make the decision as to whether a trailer or caravan is causing an unnecessary obstruction. The outcome of each investigation will depend upon many factors, such as the size of the trailer or caravan, the type of road, its position in the road and the use of the road.

I didn't think you could park a caravan or trailer on a public road unless it was hooked up to the tow car.

I think you can but it might depend on the bye-laws of your local council.

It says it is legal BUT they must display lights at night in the same way as a skip has to. There may also be local bye-laws especially if parking is an issue. Check for a few nights and if not lights are displayed photograph the caravan and report to the police if it bothers you.

It is also illegal for anyone to sleep in it.

I have to agree than given the very limited parking spaces in most towns these days taking up a space with a caravan/trailer is not very neighbour friendly and I personally believe they should be parked on private land.
