the LL is not liable whilst the T is in occupation and most tariffs these days do not have standing charges so in a void period the LL would not incur a cost anyway so wouldn't care. that said a sensible LL will of coruse heat a property during a void to protect it anyway and thus would much prefer to be paying credit account rates than pre paid meter rates. the contract for supply of utilities is between the T and the utility company. The Utility company cannot recover the debt from the LL for the period in question under any circumstance provided the LL has a written T agreement (which obviously must make the T liable for such bills) showing the dates of occupation by the T relating to that period
your idea that low income T should be required to use pre pay meters is both rotten MSE and also insulting to them. A pre pay meter is considerably more expensive than a credit contract and should be avoided at all costs by any sensible T.
Also it is in the LL's interest to ensure that the T has access to cheap energy as that may enable the T to, for example, live more comfortably by heating the property for longer or more often and thus better protect the LL's investment because the T can afford to do so as its cheaper per hour on a credit contract0 -

Where did I defend dodgy LL's? Was it the bits where my posts suggested people should pay for their own utilities and council tax (by the way, the council tax obligation falls to resident occupier first so blame the law not the LL for expecting you to pay this). Even if the LL paid it chances are he is going to put the price into your rent so you'll be paying more anyway.
You're right, I'm a terrible landlord and I deserves to spend the next 25 years in the clink because I never provided a cable for the tenant to want TV. Incidentally, FWIW, my tenant previous to the one in now hated TV and didn't bother with one.
How you think a LL is dodgy because they expect a tenant to pay for their own utilities is beyond me. Why would a LL offer to pay for electrics and water for a tenant when they have no control over how much is used?
My friend used to live with two girls who would put the washing machine on to wash one top for a night out and spend the whole wash cycle in the shower. Why would a LL pay for a tenant to be so wasteful?
Who exactly is discriminating against men, and what evidence to expose this fact have you offered for it in your post?
I want to drive a nice jag, but funnily enough they won't let me buy one because I dont have enough cash. Banks wont let me lend £1,000,000 to buy a yatch because I don't earn enough to meet the repayments.
Why should LL's be forced to be a charity for people who cant afford the service they provide?
Like I said, great that you want to help and all, but you're post wasn't great.
Instead of abusing all LL's why don't you post what happened to you directly, and you might be able to get a bit of advice specific to your situation as it is abundantly clear something has happened to trigger this.0 -

A lot of new leases expressly forbid the use of laminate flooring in high traffic areas (ie hallways, lounges) because of how loud even someone in heels or a small child running sounds to the properties underneath.0 -
So do a lot of 30s blocks (often refers to felt in all rooms bar bathroom and kitchen), but many people just ignore the lease and put down wooden flooring. Also the sound travel up as well as down but is worse clearly if the flat above has wooden floors.If you arn't a troll, you need a serious reality check.
