Leaving Virgin Media for BT, Primus?

I originally took out a Virgin Media contract last April due to the Simplify Digital cashback offer. Obviously it's getting a lot more expensive now and I'm paying £28/mth for broadband and phone line only. It's coming up to my 12 months so I was wondering how switching back to somewhere else works? (I don't have Sky).
Originally I was looking at Primus due to the cheap line rental but from what I've read, I can only go back to BT or Sky and nowhere else? Is that right?
On the BT website, it doesn't appear to just let me reconnect my old phone line without taking up a package as well. And all their packages seem to be an 18 month contract. So does this mean I have to be with BT for 18 months before I can switch anywhere else?
It does also say that a £130 connection charge is applied but £100 discounted so =£30. I thought it didn't cost to reconnect a BT phone line if you had one previously? Or is this because my line will have been given away whilst I was on cable?
My installation date for Virgin was on 10/04/10 so would I have to wait for this anniversary date before I can order a new package?

You will have to pay a reconnection charge to somebody, it doesn't have to be BT, since you are not migrating an LLU line to another LLU. The £30 offer requires you to take BT line rental for the specified period, 12 or 18m.
You can order this whenever you like, ordering a BT service will not automatically cease your VM cable service, there's no connection between the 2 networks. You'll need to give VM 30 days notice anyway, which willl take you well beyond 10/4.No free lunch, and no free laptop
