car insurance suspension/laid up

saga car insurance have told me that at next renewal I will not be able to suspend my policy and get some rebate when I go away for 3 months and this is government guidelines. Is this legal and are all companies following suit.

Probably part of the goverment scheme to ensure continuous insurance, to combat all the uninsured drivers that cost us the figure of £40 each, (alledgedly).
Ask them if the car is off the road, and sorned, is it possible to suspend cover then.0
