So, OP, I think we all feel for you ... this thread is like one of those hypothetical ones which Martin used to lay on the forum to test the general morality of the millions that frequent MSE (which is a very good sample of all those who inhabit these islands).
You don't need us to tell you any more how the world works - it's your choice.

Years ago I remember another friend had to go to Greece on business to renegotiate an important deal - he came back having failed, completely astonished at what passes for normality in business, and yet of course if you know any Greeks they are all wonderful company, and family is very important.
Other sections of society will say "business is business". On various topic verging on fraud or anti-consumerist practice I will frequently say "That's disgraceful" but I don't win many friends that way and if I was a builder I would probably never have been offered the contract.
This is 2011 UK. Your call

how about issuing an invoice for "consultancy services" for the actual amount recieved by you
any quotes you may or may not have given have no relevance ; all monies recieved by you are covered by legitimate invoices.
Just make sure any "retrospective" quotes are marked "in my opinion" or "for reference only" to cover your back
