Unclaimed Payplan payment

I won an auction for a skirt on the 13th February and paid by Payplan pretty much straight away (is usually within an hour of the auction ending). Anyway, the payment is languishing as 'unclaimed' and I'm getting fed up of a) waiting for my skirt which I really expected to be here by now and b) my Ebay page telling me I need to pay for 1 item!
The day before yesterday I emailed the seller, basically saying "oh, I noticed it was unclaimed and I'm getting fed up of it saying I haven't paid, could you please sort it out?" but have had no reply. They only have 1 feedback and that's as a buyer but I don't tend to bother looking at it for stuff like clothes - everyone has zero fb at some point and the whole transaction is for under £5. The money hasn't left my account, obviously, and at this point I'd just rather forget the skirt and just get the reminder off my page, I'm not that bothered and don't want to get into negotiations with a seller, especially about feedback.
What should I do? Is it too soon to do anything at all? I'm used to buying small items of clothing, paying immediately and getting them within four days.

could it be that they have a paypal account but didnt realise it would need to be a premier account for them to be able to take credit card payments?
If thats the case, they might be having to wait for the account to be converted.0 -
My Paypal payments come straight from my bank account, although I do have a credit card registered to the PP account. So I can't think it goes through as a CC payment.
Anyway, they could still have dropped me a line to tell me that! I'm very unsure about what fb I will leave as I'm really not happy about the whole thing. It compares very unfavourably with the 10+ similar transactions I have made this year.0 -

Sounds like this is definitely a problem at the sellers end.
The other possible explanations are here.
If they are a newbie then chances are they have buried their head in the sand when things have gone wrong, and they simply don't know how to process the payment.
If it were me, I would try pulling their contact details and giving them a quick call to move things along a bit.
If no joy then I would think that you can stop your Paypal payment.0 -
Hmm, turns out I was wrong and the money actually left my account on the 16th!
I don't want to call because I hate phoning people (god, I am such a wimp I know!). I may email again and send the link - I had a similar problem once with a first-time seller and sending the link worked. They didn't seem to mind at all.0 -

If it is the sellers first time receiving a payment via Paypal then they have to physically claim the money from you. Once this has been done then Paypal will accept the payments for them. I think that until this money has been claimed then you can take back the money from their account.
When you make a Paypal payment then the money leaves your bank account straightaway to make the funds up in your Payal account.
If you e-mail the seller again and tell them they need to log into their Paypal account and in the transactions box on the front page click "claim" which should show against your payment. Until they do this no money will show in their Paypal account (I don't think).
