I've got a cairn terrier as well -looked at petplan but it was about £25 per month. Lots of cheaper ones out there, but you have to re-join each year and ongoing illnesses aren't covered.
Argos Platinum at about £15 seemed a reasonable compromise- online feedback at sites like dogpages etc. seems almost universally positive
After looking around the web for ages, eventually settled on Argos Platinum -haven’t had to claim on it and hopefully that’ll be a long time coming.
