card for no-hoper ?

advice please for the following :
adult son, 4 years working/living in germany, has no suitable credit profile for a uk credit/debit card - no electoral roll, no/ little regular/monthly income activity into existing accounts. his record is completely clean, has some savings in 2 uk banks, but lifestyle in germany a bit hand-to-mouth thru freelance teaching,( for which he is qualified.)
he cd do with a card to book online flights, hotels. etc, and also as a last resort paying mechanism.
I tried to get an additional card attached to one of my own Santander credit cards, but wd have had to lie about 'how long he'd lived at my address '- I wasn't comfortable with that. I wd be ok with being the one to settle the card every month, as he is very scrupulous about personal debt repayment - I trust him on this one.
is there any card which wd allow him not to be resident in uk, if I was underwriting it ? I don't want to risk my credit history thru multiple knockbacks on credit applications.
any thoughts ?
