Backdated Elec Bill

I'm with First Utility and unlike many others havent had any problems with them. I have both Gas & Elec on their iSave v1 tariff. I switched to them in Jan 2010 and been paying monthly ever since.
However, the only Elec I've ever paid for is the standing charge, no actual bill for usage and the bill always says 'awaiting industry data' whatever that means. Gas has been billed ok as per meter readings. Its now been 15 months and i expect to get a bill sooner or later, but wondered if there are any rules regarding how far they can backdate a bill? I'm sure i've read somewhere that if its not my fault then the utility co can only bill for 12 months backdated, but I can't find that anywhere? Is this true or just wishful thinking?
