Co Executor being Difficult

I am the co executor to my late husbands estate he sadly passed on after a battle with cancer, his daughter is the other, we have signed all documents relating to most of the estate. Our relationship started to fail shortly after my husbands passing; once she had received her inheritance. She began bullying me by phone and texts such that I had to instruct my lawyer to notify her to contact me only through him.
There was the outstanding issue of my late husbands insurance/ life insurance that was to be passed on to me (his wife) as were the instructions in the will but she has ignored all documentation with regard to her signature as the co-executor.
As I can not afford the ongoing solicitor costs I would like to kindly ask for advice as to what opttions do i have available to me when the co executor (my late husbands daughter) does not want to co-sign his insurance over to me as per his will?
