HC2 certificate now HC3, but same circumstances?

Hey all,
I was just wondering if anyone knows why when i applied for my help with health care costs certificate this time around i only got given an hc3 (partial help) rather than the hc2 i got last time (full help), when my circumstances/income etc are the same?
I know there has been an increase in benefit but only a small one. My only income is still incapacity benefit. Have the limits on what they deem people need to live on gone down or something like that? I am a single person but get the disability premium added to what i need. However they still came up with a figure of £12.50 a week which i supposedly have as 'extra income', meaning I get given an HC3 not HC2.
If this is what i an entitled to then that is completely fine but i am just curious as to why when circumstances are the same but entitlement has changed? Has this happened to anyone else?
But worried because i have a dental appointment on the 20th of April and don't think i can go if i am going to have to pay (according to the hc3 i should be able to pay up to £36 for dental care now.)
Please no judgements on my situation, i am just a little confused by this. Wish i had the breakdown from when i got given the hc2 but i have no clue what i did with it

Without the breakdown it's hard to see what has happened.
