Car Insurance - Admin charge?!

Hi all,
Looking for a little advice - will give the whole story first though:
My brother recently took out a new car insurance policy via a credible comparison website. The documents came through & he was asked to provide his no claims bonus confirmation within 7 days which he did by phone within the time frame.
Three weeks later he received a letter saying his no claims bonus which he originally applied for the insurance, was to now reduced to zero years as they couldn't confirm who his last provider was he had purchased the last policy via a broker. The letter stated that they adjusted his premium from 6 years to 0 years no claims which in turn led to an increase in his premium by another £620!
When he phoned to query it they said they couldn't get in touch with him to confirm who the last provider was as they said they didn't have his phone number - a load of rubbish as you have to provide it online when applying :huh:.
This has all since now been settled & they have taken his no claims into account, but they are now asking for a £35 admin fee for this "change" they have had to make to his policy :mad:.
Please can someone clarify where he stands with this as he provided all information correctly & timely - from what we can tell this is between the last insurance company / broker & the new one?
Can anyone advise whether he has to pay this still?

He provided all the information originally and they just didn't check it properly... Just go down the old route of asking to speak to a manager and ask why he should be charged when he supplied the correct information originally? If no joy, make a complaint.0

That is completely wrong and should not be charged. They are reverting the policy back to its previous for so the additional premium should be returned in full as all confirmed.
Quote the FSA. They have a big principle about "Treating Customers Fairly"0
