IE9 - adding title bar

I am considering downloading the new IE9 but the new layout does not appear to include a title bar which I find very useful. Can someone advise me how I add a title bar when one is not standard.

Title bar?
The tab contains the title of the webpage, & when you hover/mouseover it shows the full page title & web address0
