They shouldn't require this as its a waste of time- there is no discount that the council can award as the single person discount doesn't apply.
Some councils (used?) to give an ex gratia discount equivaliant to the single person discount. Although, now the MoD pays an allowance, I suspect they have/are about to stopped it to pass the cost off onto the MoD and save money on their budget0 -

Its good to see that the information is slowly getting around.
The difference between the council giving the discount, and the MOD giving the allowance is that it just numbers on the budget.
Probably not an issue if you dont have alot of claimaints in the area.0
