Computer will not close or re boot, help

I accidentally closed unplugged my desktop PC that has a XP operating system. When I turned it back on I got a black screen with a small white line in the top left hand corner. I have tried:
1. Pressing any key but nothing happens.
2. Turning off the computer and pressing F8 in hope that I catch it before it gets stuck.
Nothing has worked so far.
I think that the computer is stuck somewhere and is unable to close down or re boot. Anyone out there got any ideas. They would be much appreciated as I have work I really need to do. Thanks

I would go into the bios and get it to boot from a linux cd, or better still a winPE disk with some you can do a chkdsk and a virus checker too0

When you say 'won't boot'. what does it actually do/display? Does the PSU fan start, do the case fans start, any lights come on? Does it make the POST 'beep'? Or is it completely dead, in which case the PSU has probably failed.No free lunch, and no free laptop0
