I would suggest that you do the following which are free:
1. Start off by having your website as a blogspot. It is free, run by google and very easy to setup. Of course it is only a blog site, but you can post all the services you offer and give advice on the blog which will attract more traffic.
2. If you have not done so already start a Facebook group for your driving school.
3. Create a twitter account for your driving school and start following other people/biz in your area. You will need to Tweet, on a buisness level every other day.
