what matters is the declared value on the package

I had a similar situation a couple of years ago.
I paid 50 cents (plus postage) for an item. The seller didn't write it on brilliantly .50 and not clear at all - they must have interpreted this as $50.
Subsequent import tax of about £4 plus £8 in Royal Mail handling fees. It was a royal PITA trying to sort it and it cost me a fortune in calls so I don't think I ever got round to claiming the money back.
Essentially I had to pay to get the parcel, then I would have to dispute the charges with Customs and Royal Mail separately.0 -

because its customs who decide if duty is due
if customs make an error then RM has still done the admin on the item
its been posted on the forum how to do your own clearance for free
though it involves time and delay in getting your package0
