Economy 7 in an apartment block confusion

Moved into my new apartment block and its Economy 7.

I seem to have two meters or things in the flat, but the main meter is in the boiler room, which I do not have access too.

I also have two fuse boxes, one for the main stuff in the flat, and one for the storage heaters.

I have a timer thing in the kitchen which makes no sense, and a hot water boaster in the bathroom.

I am worried as I do not want to get a huge electric bill by mistake.

How do I know what tariff I am on, and when ?

Currently I have the fuse's turned off for the storage heaters as the flat is always warm.

But want to be more in control of my electric use.

Anybody able to explain what I have got ? Or how it works..
