Travel insurance for a 14 year old to travel to Cyprus on their own

Hello.
My son who is 14 years old will be travelling to Cyprus in August this year.
He will be travelling without his parents but with a 16 year old
companion (relative).
Whilst there, he will be staying with a relative.
Can anyone recommend an insurance provider?, as there seem's to be very few providers who underwrite policy's without parents travelling with them.
