Do you always need a passport before booking flights?

Are there any travel agents on here who can answer my question.
In recent times when I have booked flights online I have been asked to give my passport number - is this now a requirement for all travel bookings?
I want to book a family holiday, but our daughters passport application is still being processed, do I need to wait until I've received it.

I agree - I need to input all our passport details before travelling, but not at the time of booking. I usually input the passport details when I'm checking in online.0
