Dedication agreement

Hello all,
Looking for some advice.
I am planning on buying a house, but during the searches I have discovered that about 50% of the front garden is subject to a dedication agreement to the local council (the land was originally planned to be used to widen the road). The agreement dates back to 1938 and has never been acted on. I spoke to the council and they said that they don't have any plans to use it currently.
However, our lawyer advises us that the dedication agreement will always stand and this means that the council could use the land at any stage in the future.
If this part of land was used to widen the road, the value of the house would be significantly affected, as the screening from the road would be lost.
I have asked for a formal valuation from a surveyor in light of this information.
Has anyone here encountered a similar problem?
