DLA and housing benefit

I am sure someone on here will be able to answer my question. I know often if someone is on DLA plus other benefits they get Housing and Council tax benefit too.

My question relates to an extra family member who is working also living in the property. In what circumstances would they not have to pay Rent and Council tax?

This has been bugging me since speaking to a customer last week as I was worried the Housing benefit would end up being backdated for her to pay. Also surely the Council tax would be due as well?

    Many people who get DLA are not entitled to HB/ctb even if they get another benefit, if the house holder/their partner get any rate DLA care no none dependant rent/ctb reductions are made at all so no matter what they earn ne extra rent or council tax are due.

    The above person is entirely correct i have had dealing with this myself and luckily with benefit knowledge i was able to sort it, but councils are not always aware of there own rules to put it politely !!!

    There are things called non dependent deductions, which can easily be found by goggling and that gives u all the criteria about which benefits somebody can be on to be ignored for HB/CTB purposes. The most common ones when somebody joins the household, as stated about if the "customer" is on any rate of care DLA or AA or registered blind i believe then no matter how much they earn or what benefits they are on will affect it. If not they may have to contribute ( well they reduced the claimants HB/CTB whether they contribute or not)

    To extend OP's question a bit.... I know non-dependant deductions are not made for those on DLA care allowance. However, if this benefit lapses and HB claimant is over 65 yrs of age does the non-dependant deduction begin straight away or is there option of 26 week deferral for existing non-dependant (I think there is a delay if a new non-dependant moves in, but not sure if this applies to existing non-dependants).
