Chaps payments are generally UK based same day transfers- maybe Santander also refer to international payments as Chaps.

As regards costs all the banks charge for international transfers as far as i'm aware.
In some cases if you request an international transfer in branch or on phone it costs more than the online option. So you should check if Santander offer any online option.
Also some banks offer foreign draft option. Basically its a chq in the foeign currency and sometimes can be cheaper than the international transfer fee.
If i was you i would ring Santander and ask them

I expect to pay a nominal fee to do this but just not £25 which I think is a bloody cheek.

Oh, and no I don't think my attitude is a bit ridiculous.

Don't you think your manners are a bid rude?
    No I don't.
Airlines will fly you from A to B for a fee just as banks will provide you with a service.
You are free to look around :Dfor what you consider to be the cheapest or best deal.

Beware though with sending a draft/cheque - the moment you put it in the post box you lose control.
With SEPA / Swift foreign transfers - whatever you want to call them there is an electronic trail,

A lost draft will cost you more than the cost of the original fee Santander want to send money by ''CHAPS''.
