Not quite. Vent should come directly vertical from top of cylinder and continue to rise until it gets to the point where it discharges over the CWST. If the CWST is not directly above the cylinder then you'll have to something like this:

Pipesizes. Is the pipe from the CWST to the cylinder at least 22mm? No 15mm run? The draw off connection from the vent would IMO best be done in 15mm [vent itself should be full bore 22mm from the top of the cylinder].
