I have read that there is are 'Secured' credit cards that works on a deposit basis and are available to individuals with poor credit.

Is there a lower limit of Credit?
Are these accepted without a Credit check?
Do they improve your Credit?

What are the 3 best Secured Credit Cards on the market?

If it's from the internet then I have a feeling you might have read something that applies to the US.

The UK market used to offer these but not for ages, they simply don't exist here.

Your alternative is a pre-paid card like Cashplus with the "credit builder" facility.

I suggest you forget about all these type of cards and concentrate on building a decent enough credit profile for yourself..
