I claimed pension credit and was allowed it for a few months when my circumstances had changed, A benefits advisor completed everything for me and said the CTC would be awarded automatically but it wasnt.
The pensions service did not pass on the information and it took months before I received a refund.
so if this happens to you follow it up.

Pension credit can be a "passport" to other benefits but usually you have to apply for them. They are not awarded automatically.

Did you or your pensions advisor actually apply for council tax rebate?0 -
Yes, I've never found the local authority keen to give money away - you always have to apply.0

The Pensions Service and local councils are completely separate. But all you have to do it take/send your evidence of entitlement to Pension Credit and it is, as Bunter says, a 'passport' to full Council Tax Benefit, amongst other things.0

sorry for the late reply
bunter, yes
All forms for all benefits were completed and sent to the pensions dept and they were to send the CTC one on with confirmation that I had been awarded PC, they actually told me that this was the correct procedure but they admitted they had not followed through and CT benefits agreed.
I posted this to make sure if this happened to anyone else they would follow it up because when you claim for the first time you do not know how the system works. Wisdom doesn't necessarily come with age.
