Tile vents for roofspace

Whilst trying to get some roof insulation put in the installer stated he couldmt install until I had tile vents put in.

Had a quote for vents and been told it's £100 for 1st and £50 for each subsequent. I'm just wondering how this sounds, and also how many I might need for my small mid terrace? I was thinking I'd only need one front and back?

    Tell him not to stuff it all the way down into the eaves then which is what he should not be doing. Your roofspace needs ventilation at the eaves. He's talking nonsense IMO.

    Ask him where, in the Building Regulations, does it say that you must have high level ventilation in addition to low level ventilation at the eaves or where the former is an acceptable substitute for the latter when insulating a roofspace?
