Oh and black / blue aren't neutral at all thats a misnomer and its just as live as the red / brown live. This is why the industry has taken to calling them line (red / brown) and load (black / blue).

The brown is the "Line" conductor (as you stated), but blue is still the "Neutral" conductor. However, they are both "live conductors" - "live" is not a conductor, it's a group of conductors (L + N), either of which can cause pain!"Part P" is not, and has never been, an accredited electrical qualification. It is a Building Regulation. No one can be "Part P qualified."
