Fence question

Good morning all,
I asked a question about fences a couple of months back.
My fences fell down about 7 weeks ago, I got my side fixed and the tenants who live next door said their landlord would get the ones he was responsible fixed "in the next week or two". 3 weeks on they had not been fixed, so we asked again and were given the same answer.
I now plan on leaving it until I return from holiday in May by that time they would have been down over 3 months.
I know that no one HAS to repair the fences they are responsible for, however I would like my garden secure and enclosed again. IF I fix them myself, providing there are no issues from their LL in me doing so, do they then become my responsibility in future? i.e Would I HAVE to pay to fix them again if they got damaged or would it still be their LL's responsibility.
I am sure the LL will get round to fixing it at some point, but with summer fast approaching I am looking forward to enjoying my garden, so just wondering.

have you got any means of contacting the landlord directly, rather than going through the tenants?0

Unfortunately he lives in Florida. Lucky him!
When we asked 5 weeks ago "he was coming back to the UK in a week or two and would sort it". When we asked 3 weeks ago "he was coming back to the UK but not sure when, but is getting his mate to sort it". 3 weeks on still nothing.
The LA dont care as he is managing the tenancy himself. I may write to the LA and ask them to forward a letter to the LL. I know his name, just not his address as the Land Reg search has his address as the house in question.0
