New To Ebay Feedback

I wish that when newbies leave feedback they have to go through the feedback answers and questions tutorial before they can do so. http://pages.ebay.co.uk/help/tutorial/feedbacktutorial/js_tutorial.html
And when I mean newbie I mean under 10 feedbacks received. Doing this Ebay would solve a lot of problems as I think that newbies do not know what they are doing or have read any instructions about ebay at all.
