Can Utility Warehouse charge me for phone/internet?

I recently moved into a rented property.
The previous tenant had all their bills with Utility Warehouse.
I have arranged to move the phone line to BT.
UW blocked the phone & internet when the previous tennant moved out. Despite me asking them to stop the line so I could switch to BT earlier, they refused, to be awkward.
So, Ive had an active line that has had all services barred, if that makes sense. I have not agreed to have a phone service provided by UW.
However, they sent a letter saying I will be charged any outstanding fees for the service.
Will there be any charge? Can they charge me for something I havent received and havent agreed to?

no , you have no contract with them, its either with the Landlord ( if they have the bill in their name) or the old tenant
