Package from America - Big Costs...

I ordered 2 items which totalled $39.92 - i then paid $28 postage from america to scotland.
the package arrived and today i received a customs invoice - i was awaiting it but im positive i am overcharged by DHL.

The postage i paid was $28 but on this they have freight charge as £58.78gb - i have checked the attachements and the company have listed the shipping correctly saying $28 but on the Entry Acceptance Advice it says 58.78 GBP - Amount from currency at exchange rate.

Because of this - it has doubled my Customs charge - i have appealed to DHL but unsure how to go about this as the girl couldnt tell me if this would be fixed - she said she would review it...

can postage charges change and is the customer liable?

the company in question is quite a big company and when ordering it adjusts the postage fee accordinally so i would assume it was correct.
